JOB SUMMARY
The Director of Facilities for MTA Metro-North Railroad is responsible for the strategic planning, administration, and oversight of all Metro-North facilities, including office and operational spaces. This leadership role manages space planning and property oversight, ensuring optimal use of real estate assets in support of Metro-North’s mission. The Director also serves as a key liaison with MTA Headquarters and MTA Construction &amp; Development (C&amp;D) to align Metro-North’s facilities strategy with system-wide standards, policies, and capital initiatives. 
This position is a direct report to the Deputy Chief Administrative Officer, representing Metro-North Railroad to ensure agency facilities are aligned with Metro-North One Strategic Plan, addressing needs in an efficient, effective, and safe manner in accordance with all requisite industry standards, codes, and MTA/Metro-North policies. In addition to serving as a key liaison with other MTA partners, the Director of Facilities will be the primary point of contact for all Metro-North Departments, identifying facility risks, challenges and areas of concern and ensuring appropriate intervention so that solutions can be identified and implemented quickly.
 DUTIES AND RESPONSIBILITIES
Strategic Space Planning
<ul>
<li>Lead the planning and allocation of space for all administrative and operational locations across Metro-North, including Grand Central Terminal, as well as all yards, shops, and office spaces.</li>
<li>Develop and manage space optimization strategies that align with organizational goals and support the evolving work environment.</li>
<li>Oversee office reconfigurations, department moves, and renovation projects, ensuring compliance with ADA and MTA design guidelines, and in collaboration with MTA Real Estate.</li>
<li>Provide Metro-North Executive Leadership Team guidance and recommendations on strategies, policies, and other facility-related matters, as appropriate. Ensure the needs and requests of departments are addressed in a timely and efficient manner.</li>
</ul>
Property &amp; Asset Management
<ul>
<li>Coordinate with MTA Real Estate on management of Metro-North’s real estate portfolio, including owned and leased properties.</li>
<li>Coordinate with MTA Real Estate and MTA Legal teams on lease negotiations, renewals, acquisitions, and property dispositions.</li>
<li>Maintain accurate property data and contribute to systemwide asset management efforts, in collaboration with MTA and Metro-North Enterprise Asset Management (EAM) implementation.</li>

Operating and Capital Investment Oversight
<ul>
<li>Work with Department Leads to prepare and manage a unified, balanced operating budget for facilities and property functions.</li>
<li>Provide Metro-North leadership to MTA C&amp;D Metro-North Business Unit(s) in defining and prioritizing the capital investment plan for all Metro-North facility needs. This includes input into the scoping, design, implementation, and closeout of capital projects.&nbsp;</li>

REQUIRED EDUCATION AND EXPERIENCE
<ul>
<li>Bachelor’s degree in Facilities Management, Architecture, Engineering, Business Administration, or a related field. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree.</li>
<li>Minimum of ten (10) years of progressive experience in facilities or property management, with a minimum of 3 years in a role liaising with executive leadership—preferably in a transportation or public-sector environment.</li>
</ul>
KNOWLEDGE, SKILLS AND ABILITIES
<ul>
<li>Demonstrated experience in space planning, real estate coordination, and facilities operations for a multi-site, multi-discipline portfolio for New York and Connecticut.</li>
<li>Strong understanding of public procurement processes, facility regulatory compliance.</li>
<li>Proficient in facility and asset management software systems (e.g., CMMS, CAFM), Microsoft Office Suite, and other related applications and tools.</li>

JOB SUMMARY
Direct and control the Metro-North Radio and Public Address infrastructure systems in support of the operational and corporate communication needs and requirements.&nbsp; This position is directly accountable for planning, directing and managing the wayside and on-board radio and public address systems; base, mobile and portable radios; passenger station public address office and field equipment and information display systems; central radio office control systems, radio and telephone consoles; and satellite phone systems utilized by the Metro-North operations and corporate workgroups.
 DUTIES AND RESPONSIBILITIES
<ul>
<li>Provide leadership and technical direction to the Radio/PA management workgroup within the 11 radio shops and in association with the design, installation, operation and maintenance of the Metro-North voice communication infrastructure.&nbsp; </li>
<li>Coordinate, manage and execute revisions and additions to the communications systems utilized by the voice and alarm systems throughout the Metro-North operational and corporate territories.</li>
<li>Design, and review the designs of others, the voice communication cable and electronic apparatus systems associated with the Metro-North field and office communication systems.</li>
<li>Direct the management, installation and maintenance for the radio, FCC Licenses, public address, alarm systems at central control office, field offices and passenger stations necessary to support communication services to Metro-North users.</li>
<li>Evaluate alternative solutions, system upgrades and revisions from the technical and economic perspective and propose solutions that are efficient and meet the mission parameters for the systems communication services.</li>
<li>Develop staff and support the workgroup in expanding system knowledge, reducing operational costs and supporting new requirements for the communications systems.</li>
<li>Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.</li>
<li>Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.</li>

REQUIRED EDUCATION AND EXPERIENCE
<ul>
<li>Bachelor’s degree in Computer Science, Electrical Engineering or related field. Demonstrated equivalent experience, education and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree.&nbsp; </li>
<li>Minimum seven (7) years of experience in management, installation, and maintenance of 2-way radio, public address, and related control systems and alarm systems. Including:
<ul>
<li>Experience encompassing all aspects of 2-way voice communications. </li>
<li>Experience encompassing large scale communications systems, installations and maintenance.</li>
</ul>
</li>
<li>Minimum five (5) years of experience managing professional staff and/or projects.</li>
</ul>
KNOWLEDGE, SKILLS AND ABILITIES
<ul>
<li>Strong verbal and written communication skills.</li>
<li>Strong knowledge and experience in the integration of 2-way radio and public address systems and technology.</li>
<li>Strong Knowledge of 2-way radio RF propagation. </li>
<li>Strong knowledge of installation requirements along the railroad right-of-way and onboard the Metro-North rolling stock (or comparable equipment). </li>
<li>Familiarity with communication services required for railroad, corporate operations, and end-users. </li>
<li>Strong working knowledge of Microsoft Office and/or comparable applications</li>
<li>Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.</li>
<li>Strong ability to recommend improvements or replacements to better support the voice and communications systems.</li>
<li>Strong ability to work in a high-profile/high-pressure environment.</li>
<li>Strong interpersonal skills with the ability to interact with internal departments and outside agencies.</li>
<li>Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program</li>
<li>Must be available 24-hours a day 7 days a week as required to support maintenance and construction projects</li>
<li>Must have a valid drivers license.</li>
</ul>

<li>Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.</li>
<li>This position requires a driver’s license.&nbsp;Employees driving company vehicles&nbsp;will be subject to License Monitoring and&nbsp;must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.</li>

Job DescriptionPurpose: Performs laboratory tests relevant to the section(s) in which they are assigned including quality control testing following established criteria. Responsible for performing routine and non-routine activities pertaining to laboratory testing and the reporting of results. Performs moderately difficult to complex tasks. Performs assigned analytical testing procedures in an accurate, precise and timely manner. In addition, performs clerical and computer related activities with a degree of supervision dependent on experience and training. Population served based on scope of services in the department.Essential Responsibilities1. Performs all tests relative to the section (s) in which they are assigned. Follows all laboratory approved policies and procedures.2. Reviews and releases test results- determines acceptability of specimens. Identifies problems that may adversely affect test performance or reporting of test results, correct the problems encountered or immediately notify the supervisor.3. Follows department’s procedure in reporting STATS or critical results to caregivers.4. Reacts to and documents QC failures and follows the laboratory’s established policies and procedures whenever test systems are not within the lab’s established acceptable levels of performance.5.
