SUMMARY
This position reports directly to the Assistant Controller. The Treasury Manager is primarily responsible for cash flow planning, analysis, and reporting with enhanced focus on daily cash movement operations. The Treasury Manager maintains retail banking relations for ADAPT Community Network and manages all cash positioning activities. The position requires proactive management of liquidity to ensure operational needs are met while optimizing interest income. The Treasury Manager must exercise independent judgment within established policies and objectives that influence treasury operations.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties and responsibilities of the Treasury Manager will include but are not limited to the following:
TREASURY FUNCTIONS
<ul>
<li>Monitors and reviews all cash and investment account transactions daily to ensure appropriate balances are maintained for ongoing operations.</li>
<li>Executes daily cash positioning and movement between accounts to optimize cash utilization and minimize fees while ensuring sufficient liquidity for operations.</li>
<li>Forecasts short-term and long-term cash requirements and develops strategies to meet those needs.</li>
<li>Manages lines of credit, including initiating drawdowns or repayments with approval of the authorized signers.</li>
<li>Monitors compliance with the terms of lines of credit, especially compliance with periodic payoff requirements.</li>
<li>Works with authorized bank signatories to maintain proper banking access and authority levels following internal control requirements.</li>
<li>Assists with online banking access management under the guidance of authorized signatories.</li>
<li>Maintains authorized signatory documentation for all cash and investment accounts in accordance with Board approval and bank policy.</li>
<li>Coordinates the timely and accurate monthly ACH payments required.</li>
<li>Manages electronic banking relationships and systems, including ACH origination, wire transfers, and remote deposit capture.</li>
<li>Reviews Bank Reconciliations.</li>

PETTY CASH &amp; RESIDENT ACCOUNTS MANAGEMENT
<ul>
<li>Reviews petty cash and household accounts activities, including funding, documentation, and reconciliation </li>
<li>Support and maintain systems for efficient management of resident personal allowance funds.</li>
<li>Implements and maintains strong internal controls for petty cash and resident funds tracking.</li>
<li>Prepares monthly reconciliation reports and resolves discrepancies.</li>
<li>Ensures compliance with agency policies and regulatory requirements for managing petty cash and household accounts </li>

CASH RECEIPTS
<ul>
<li>Reviews cash receipts to ensure they are deposited promptly to the correct entity.</li>
<li>Implements and oversees efficient cash collection processes, including lockbox services and electronic payment methods to accelerate cash flow.</li>
<li>Maintains batch control logs for cash deposits through assignment of batch sequences and G/L account offsets to cash.</li>
<li>Prepares cash receipt documentation for review and approval by the Assistant Controller.</li>
<li>Manages government payment programs, including tracking of incoming ACH and check payments.</li>
<li>Ensures proper allocation and recording of payments to appropriate client accounts.</li>
<li>Coordinates benefit payments processing and client allowance disbursements.</li>
</ul>
 
GENERAL ACCOUNTING - INVESTMENTS
<ul>
<li>Prepares account activity documentation for monthly reconciliation and roll-forward schedule of Investment activity.</li>
<li>Collects and tracks payment with proper documentation.</li>
<li>Prepares intercompany transaction documentation for monthly processing.</li>
<li>Interfaces with external auditors as requested, providing documentation related to cash and investment activity.</li>
<li>Identifies and implements process improvements to enhance cash handling efficiency and control.</li>

OTHER RESPONSIBILITIES
<ul>
<li>Sets a positive example for other employees by complying with all agency policies and procedures.</li>
<li>Develops and maintains policies and procedures related to treasury operations.</li>

Position Overview:
We are seeking a detail-oriented and proactive Treasury Manager to oversee and optimize our organization's global treasury operations. The ideal candidate will be responsible for managing daily cash flow, mitigating currency risk, and maintaining strong banking relationships to support the company's financial health and strategic objectives.
This role requires a hands-on leader with a deep understanding of international treasury management, foreign exchange exposure, and cash forecasting. The Treasury Manager will ensure compliance with internal controls, streamline intercompany cash processes, and implement best practices for global cash management. Strong analytical skills, a solutions-driven mindset, and the ability to thrive in a dynamic, multi-currency environment are essential for success in this role.
Key Responsibilities:

Lead daily corporate cash management operations, overseeing currency risk, cash movements, and ensuring compliance with transfer pricing and intercompany debt agreements.

<li>
Manage relationships with banks and financial service providers, representing the company in banking matters, including opening and closing accounts, managing the Know-Your-Client (KYC) process, updating signature cards, and implementing new services.
</li>
<li>
Assist in preparing the 13-week and rolling annual cash forecasting models.
</li>
<li>
Coordinate daily liquidity needs and intercompany cash movements, working closely with the Accounts Payable team to ensure timely payment processing while optimizing cash yield.
</li>
<li>
Oversee foreign exchange (FX) exposure and implement policies and procedures for FX activities.
</li>
<li>
Establish and maintain controls and procedures for corporate bank account and banking platform access.
</li>
<li>
Recommend improvements to cash control structures and ensure compliance with internal treasury controls.
</li>
</ul>

Key Qualifications:
<ul>
<li>Bachelor's degree in finance, accounting, or a related field. MBA or Professional certifications such as a CPA a plus.</li>
<li>3+ years of progressively responsible experience in international treasury management, preferably in a regulated financial services environment (banking, payments, e-money) or a complex multinational setting (multi-entity, multi-currency, high transactional volume).</li>
<li>Knowledge of banking/merchant processing and payment files is a plus.</li>
<li>Global cash management experience and a strong understanding of foreign currency issues</li>
<li>Proficient in Microsoft Office</li>
<li>Exposure to ERP systems, with NetSuite experience a plus.</li>
<li>Excellent communication and interpersonal skills</li>
<li>Proactive self-starter with a strong sense of urgency and ability to execute effectively.</li>
