Job Description:
The Site Director provides operational, facilities, and budgetary oversight of Department of Homeless
Services (DHS) contracted shelters, specifically serving adult couples. This role includes monitoring
the delivery of residential, case management, and community-based services under the guidance of
the Clinical Director and the social services team.
Responsibilities:
- Ensure program adherence to all DHS rules and regulations for adult couples and NYS OTDA Part 900 regulations.
- Conduct and document compliance with applicable fire, safety, and health standards.
- Recruit, hire, and train administrative staff
- Minimize unit (apartment) vacancies and ensure timely occupancy.
- Adhere to budgetary guidelines in collaboration with the supervisor and Chief Financial Oicer.
- Identify, evaluate, and establish service linkages with community-based providers.
- Conduct regular supervision meetings with direct reports.
- Enforce DHS and organizational rules, policies, and guidelines, providing staff training as necessary.
- Report, investigate, and document significant incidents to executive leadership and appropriate
- agencies (e.g., DHS, NYPD) as required.
- Be on call 24/7 to respond to shelter emergencies or share on-call responsibilities with the
- Director of Social Services (DSS).
- Lead efforts to improve service delivery and maintain staffing levels within budget constraints.
- Prepare reports and maintain statistical data on all aspects of the population served (e.g.,
- demographics, medical situations, domestic violence, ACS, substance use disorders, mental
- health, and other related social determinants).
- Prepare for audits and ensure program compliance with funders.
- Liaise with police, civic leaders, and local businesses to maintain positive community relations.
- Develop, implement, and monitor advocacy strategies aimed at securing housing.
- Compile and contribute statistical data for internal or external entities to support mandated reporting requirements.
- Respond promptly to information requests from leadership or any external entity as required.
- Participate in regular supervision and meetings with executive leadership.
- Lead weekly staff meetings and monthly community meetings.
- Mediate conflicts between direct reports and any program staff members or between staff and residents.
Qualifications
- Education: Master’s degree in Social Work, Public Administration, Human Services, or equivalent; LMSW preferred.
- Experience: 3-5 years of experience working with homeless adults and families; experience supervising social services/human services staff in shelter, mental health, transitional, or permanent supportive housing; experience working with the Department of Homeless Services (DHS).
- Skills: Excellent management, problem-solving, organizational, and counseling skills; ability to analyze and evaluate information and develop recommendations; demonstrated success in planning and implementing program activities within budgetary and time constraints; exceptional written and oral English communication skills; proficiency in written and oral Spanish is preferred; familiarity with the DHS/HRA CARES system; computer skills, including familiarity with MS Word and Excel; ability to manage multiple priorities simultaneously.
