Senior Technical Specialist 1 will be involved in all phases of an MTA C&D project lifecycle, including planning, scheduling, analysis, design, technical specifications, and reports.

Responsibilities

The role will entail some of these typical duties:

Designs/supervises various aspects of a project for MTA systems and infrastructure.

Performs technical and feasibility studies, including analyzing historical data, surveys, reports, and as-builts to create innovative design projects.

Reviews designs, performs/supervises tests and assessments of equipment, software, and materials, and performs/reviews technical calculations.

Conducts/supervises site visits to obtain existing conditions and correctly identify project design and delivery risks.

Plans and coordinates required approval documentation and permits, where applicable.

Provides/supervises technical field support for system/equipment installation and related project construction.

Manages a small team of technical staff.

Embraces mentoring from senior staff.

Adheres to corporate quality control standards within the area of technical expertise.

Coordinates with in-house engineering disciplines and other areas of technical expertise as needed.

Education and Experience

Bachelor of Science degree in an appropriate technical discipline or an equivalent subject. Various disciplines may include, but are not limited to, Computer Science, Information Systems/Technology, Computer, Communications, Electrical, Electronics, Signals, or Systems Engineering/Technology.

Must have a minimum of eight (8) years of related experience.

Must have a minimum of two (2) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization and/or with highly complex systems.

Competencies:

Experience performing site inspections, system testing activities, overseeing equipment installation, documenting test results, site conditions, and project activities, coordinating with Agency Owner and contractor staff, and responding to contractor requests for information.

Familiarity with relevant industry standards and regulations for transportation systems, including safety and security protocols

Ability to adapt to emerging technologies and methodologies in a complex transportation network design.

PMP or relevant technical certifications (i.e., Cisco Certified Network Associate) are desirable.

NYS Licensed Professional Engineer is a plus.

Knowledge of the capital design and construction process.

Strong verbal and written communication skills, including the proficient use of Microsoft Office applications (Word, Excel, and PowerPoint).

Proficiency in current design and engineering software is required.

Experience visiting the field for initial scope/survey and construction oversight preferred.

Technical Skills

In-depth knowledge of networking principles, operational traffic based on TCP/IP, UDP, and advanced routing protocols (OSPF, SR-MPLS, ISIS, BGP).

Experience in wayside and data center network designs in the Rail infrastructure environment, preferably for the integration of Communication-Based Train Control (CBTC) systems.

Understanding of digital communications principles, including training on wayside modulation techniques, error correction, and network reliability.

Knowledge of NMS tools and software (such as NNMI or SolarWinds) and protocols (such as SNMP and NETCONF).

Familiarity with cybersecurity principles, frameworks (e.g., NIST, IEC), and practices relevant to transportation and communication systems
