Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking a dynamic and experienced Project Manager/Business Analyst (PM/BA) for an upcoming opportunity with the Department of Education. As a key member of our team, the Project Manager/Business Analyst will manage IT projects from start to finish, ensuring they are completed on time, meet the NYCDOE’s objectives, and adhere to project specifications. This role involves both project management and business analysis responsibilities. Key Responsibilities
- Project Management: Lead and manage complex IT projects, ensuring timely delivery, adherence to contract requirements, and achievement of project goals.
- Collaboration & Communication: Collaborate with clients, cross-functional teams, and stakeholders to define project scope, objectives, and deliverables. Develop and maintain project plans, timelines, and resource allocation.
- Project managers will need to develop leadership-facing deliverables and documents for multiple stakeholders to provide project updates and/or work to bring consensus on key decision points.
- Risk & Issue Management: Identify, document, escalate, and address risks and issues via DIIT’s approved processes and systems.
- Actively track risks and proactively communicate risks, their impact and timeline for resolution across multiple stakeholders.
- Documentation & Reporting: Draft, develop, and document project process flows, communication strategies, and status updates. Archive all relevant documentation and manage supporting documents for audit-related activities.
- Continuing to audit and update these tools and processes as projects evolve and change, teams receive feedback from end-users and key stakeholders.
- Stakeholder Liaison: Liaise with schools, Borough Technology Directors, Service Desk, DeviceHub, DAAP, and various technical teams to seek and provide resolutions to stakeholders.
- Data Analysis: Work with relevant partners to help with data analysis and report analysis as required. Ensure that the team is reporting on key metrics and clearly communicating these across multiple audiences.
- Invoice Fulfillment: Review, manage, QA, and prepare supporting documents for invoice fulfillment for senior leadership signoffs and approvals for payment.
Basic Qualifications
- BS or equivalent and 8 + years of applicable experience.
- 5+ years’ experience working in a Scaled Agile (SAFe) Framework.
- 3+ years’ experience supporting US federal agency projects (preferable with Department of Education)
- 6+ years of Project Management and Business Analysis experience.
- 5+ years of experience in customer service and client-facing roles.
- 6+ years of experience documenting project deliverables.
- Proficiency with Microsoft Office (Word, Visio, Excel, Project, SmartSheet, Google Suite).
- Detail-oriented with a focus on process and quality.
- Strong analytical and problem-solving skills.
- Good understanding of software application development and defect lifecycle.
- Experience writing requirements and ensuring traceability throughout a project.
- Experience in generating process documentation and reports.
- Excellent verbal and written communication skills, with an ability to translate data into actionable insights.
- Experience with testing web-based applications.
- Experience with the testing-defect management-retesting cycle
- Legal Authorization to work in the U.S. DOE requires fingerprinting
Work Schedule
- Work is expected to be performed Monday through Friday. On occasion, resources may be asked to perform some tasks during non-regular business hours, weekends, or holidays based upon project priorities. Work may be performed onsite or virtually dependent upon project requirements.
- Resources are expected to work 35 hours per week, 7 hours per day.
- SUPPORT HOURS - When feasible, work will be performed during administrative business hours (7:00 AM to 5:00 PM). Unless explicitly requested by the DOE, resources will not perform services over the weekend or during public holidays.
