Job Title: Expert Software Architect

Location: Albany, NY – Hybrid (On-site from Day 1 required)
Rate: Depends on experience
Position Overview:
We are seeking an Expert Software Architect for a 30-month engagement with the New York State Office of Information Technology Services (ITS) in support of the NYS Tax Modernization Program.
This program involves multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, responsible for managing billions in state revenue. Key focus areas include:
- Collections and Accounts Receivable
- Taxpayer Accounting
- Real Property Tax Processing
The selected candidate will design and develop modern enterprise-level components and lead system architecture design across various mission-critical tax applications.
Responsibilities:
- Guide the technical design for modernizing legacy systems.
- Coordinate technical solutions among multiple support groups.
- Implement real-time changes across multiple systems.
- Develop and maintain tax processing system components.
- Analyze, resolve, and implement solutions for production issues.
- Support integration and user testing activities.
- Create technical design documents and program specifications.
- Guide requirements gathering and system design analysis.
- Perform coding, unit testing, and integration testing.
- Write and optimize SQL queries.
- Tune performance of new and existing applications.
- Mentor junior team members.
Qualifications:
- 7+ years of experience with J2EE technologies including JDBC, JSP, and XML.
- 7+ years developing, building, and testing Java EE applications using modern IDEs (Eclipse, NetBeans, IntelliJ).
- 7+ years using J2EE frameworks such as Spring or Struts and application servers such as Tomcat, JBoss, WebSphere, or WebLogic.
- 7+ years writing SQL statements for relational databases.
- 7+ years of experience in system analysis and design of multi-tiered transactional systems.
- 5+ years of experience in performance tuning applications interacting with databases.
- 5+ years of experience with messaging technologies such as MQ, JMS, or Kafka.
- Preferred Education: Bachelor’s degree or higher in Computer Science or Information Technology from an accredited institution.
