SCOPE OF SERVICES

The scope of this project is to develop a secure, internal-facing, web-based portal that will provide HESC staff with a consolidated view of financial aid applications to make application processing more efficient. This includes reviewing, updating, and verifying information using supporting documentation and data from multiple data sources; where possible, streamline and automate processes to help make eligibility determination and reporting easier. External-facing features such as student/applicant or college portal are excluded from the scope of this project.



JOB DESCRIPTION

We are seeking a Front-End Engineer / UX Developer to lead the design and implementation of a modern, accessible, and user-centered interface for a high-impact public-sector portal. This role focuses on building responsive, standards-compliant web interfaces using leading front-end frameworks and design systems aligned with HESCs official Style Guide (Appendix 3).

The ideal candidate is experienced in responsive web design (RWD) and passionate about accessibility, ensuring compliance with WCAG 2.2 AA standards (as required in Section 3.2). You will collaborate closely with the User Research Lead to integrate feedback, prototypes, and usability findings into production-ready code that integrates seamlessly with back-end systems (including .NET).



RESPONSIBILITIES:

  • Develop modern, responsive web interfaces using React, Angular, or similar frameworks.
  • Ensure all UI elements comply with WCAG 2.2 AA accessibility standards and support inclusive design principles.
  • Translate design prototypes and user research insights into functional, production-ready front-end components.
  • Collaborate with UX researchers and designers to refine interface behavior, layout, and styling in alignment with HESCs Style Guide.
  • Implement and maintain high-quality code using front-end build tools, linting, and unit testing to ensure zero-error output.
  • Integrate front-end components with .NET-based backend systems and RESTful APIs.
  • Participate in Agile ceremonies, including sprint planning, standups, and retrospectives, and support iterative delivery cycles.



MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered

  • 5+ years of front-end development experience (e.g., JavaScript, React, or Angular).
  • Expertise in responsive design and accessibility (WCAG 2.2 AA compliance).
  • Experience with Agile development and prototyping tools (e.g., Figma, Adobe XD).
  • Familiarity with .NET front-end integration and linting tools for zero-error code.

DESIRABLE SKILLS

  • Experience developing accessible UIs for public-sector or higher education platforms.
  • Knowledge of Section 508 compliance and user testing for assistive technologies.
  • Familiarity with CSS pre-processors (e.g., SASS/SCSS) and design system libraries (e.g., Material, Bootstrap).
  • Understanding of performance optimization techniques and browser compatibility testing.
