Emerging Tech is seeking an experienced Business Analyst to join our Strategic IT Governance Operations Support team, supporting a large-scale, multi-year initiative with the NYC Department of Education (DOE). This role focuses on collaborating closely with diverse stakeholders to capture detailed business and technical requirements, analyze current IT governance practices, and help design frameworks that drive long-term IT innovation and operational excellence. The ideal candidate combines strong analytical skills with a deep understanding of public sector or large institutional environments and can translate complex needs into clear, actionable solutions.


Responsibilities and Duties

  • Lead stakeholder interviews, focus groups, and workshops to elicit, validate, and document functional and non-functional requirements supporting IT governance and operational improvements.
  • Perform comprehensive analysis of current-state processes, identifying risks, gaps, and areas for efficiency gains aligned with the DOEs strategic IT roadmap.
  • Create detailed use cases, process maps, workflows, and business requirement documents that inform governance framework enhancements and technology implementations.
  • Develop and refine reporting templates, risk escalation workflows, and governance policies to standardize IT operations and compliance tracking.
  • Collaborate closely with Data Analysts and IT Strategic Advisors to translate requirements and insights into effective dashboards, KPIs, and multi-year IT strategy roadmaps.
  • Support continuous stakeholder engagement and change management efforts to ensure smooth adoption of new governance practices.


Qualifications and Skills

  • Minimum 5 years of experience in business analysis or consulting roles, preferably supporting public sector or large-scale educational institutions.
  • Proven track record of delivering high-quality documentation and process models using tools such as Microsoft Visio or Lucidchart.
  • Strong facilitation skills with the ability to engage and align diverse stakeholder groups.
  • Highly detail-oriented, analytical, and comfortable working within hybrid Agile-Waterfall project environments.
  • Excellent communication skills to bridge technical and non-technical audiences.
