Job Summary
The New York State Office of Information Technology Services (ITS) is seeking a seasoned Organizational Change Management (OCM) Specialist – Level III to support the Integrated Eligibility System (IES) Program. The specialist will play a key role in the OCM workstream, leading stakeholder engagement, change readiness, and adoption efforts for statewide implementation of Health and Human Services (HHS) systems.
Duties and Responsibilities:
- Contribute to the development and execution of the OCM workstream under the IES Program.
- Create, review, and refine engagement strategies, readiness assessments, and communication tools in alignment with the IES OCM Framework.
- Lead and coordinate with stakeholder networks, including social services districts and state agencies, to assess and prepare for change.
- Support pilot and statewide deployments, ensuring readiness across policies, procedures, systems, and service delivery.
- Collaborate with technical and business teams to ensure alignment of change efforts with organizational goals.
- Conduct outreach and facilitate engagement activities across various stakeholder groups.
- Travel as needed across New York State (up to 25%), primarily for day trips to the 58 Social Service Districts; occasional overnight stays may be required.
Mandatory Qualifications:
1. Level III experience: Over 7 years working on complex projects, with at least 2 years in a leadership role as a specialist.
2.Proven track record as a change management specialist on at least two projects involving:
- Stakeholder engagement
- Change readiness assessments
- Development and delivery of change tools/plans
- Within eligibility systems related to: SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Child Welfare
Desirable Qualifications:
- 5+ years of experience in human services eligibility, enrollment, and case management for one or more HHS programs.
- 3+ years of experience working in a supervisory or mentorship role within a NYS social services district or state agency.
- Experience on at least two major state-level projects involving OCM, training, or deployment support in the human services domain.
- Demonstrated ability to lead teams, manage resources, and deliver results on complex projects.
- Strong communication skills with the ability to develop and deliver presentations to varied stakeholder groups.
