Start Date: Immediately (or by July 2025)
Reports to: Chief Financial Officer
Brief Description: The Human Resources Generalist and Payroll Administrator is responsible for overseeing a wide range of HR functions, including employee onboarding and off-boarding, benefits administration, payroll processing, compliance, and risk management. This role ensures accurate and timely payroll execution, manages all employee records and benefit programs, and ensures compliance with federal, state, and local employment laws. Additionally, the position supports workplace culture initiatives, coordinates performance evaluations, and maintains critical documentation related to employment policies, staff development, and legal filings. This individual serves as a key liaison between employees, administrators, and external vendors, promoting a positive and compliant work environment aligned with the school’s values.Responsibilities:Human Resources Administration
- Oversee onboarding of all new employees, including temporary staff, contractors, and 1099 workers.
- Manage employee off-boarding, including exit interviews, COBRA communication, and final pay.
- Process and upkeep of all compliance requirements for the school’s 2-year old and Preschool programs (in accordance with New York City Health Code: articles 43 and 47).
- Prepare employment letters and stipend agreements for all employees.
- Maintain up-to-date employee records, including personnel files, compliance forms, and clearances.
- Administer all employee benefits (health, dental, vision, life, disability, 403(b), etc.) and communicate updates effectively.
- oversee the school's annual Open Enrollment meeting and support employees with benefit enrollment, qualifying life events, and related inquiries.
- Ensure timely and accurate contribution submissions for 403(b) and Defined Benefit Plans.
- Monitor and manage employee leaves of absence (PTO, FMLA, PFL, disability, workers comp, etc), maintaining compliance with applicable laws.
- Collaborate with the Director of Peace Education to support workplace culture initiatives aligned with the school’s values.
- Prepare and update job descriptions and organizational charts in consultation with the Head of School and CFO, as needed.
- Maintain and enhance the School’s HRIS (Employee Navigator) database and personnel tracking systems.
- Ensure secure and confidential storage of all HR records and documentation.
- Audit employee files for completion (W4, I-9, Emergency forms, etc).
- Review and revise the Faculty & Staff Handbook; recommend updates related to employment policies.
- Assist with employee relations issues and conflict resolution in a professional and confidential manner.
- Coordinate and support professional development and training initiatives, including mandated training (e.g., sexual harassment, NYS Mandated Reporter, etc.); track certification deadlines and ensure timely reminders and renewals are communicated to staff.
- Coordinate recruitment and hiring with Admin and department managers and post jobs, as needed.
- Perform various reasonable tasks from time to time as requested by the Head of School and the CFO.
- Know and comply with the established policies and procedures of Brooklyn Heights Montessori School as stated in the Faculty and Staff Handbook
Compliance & Risk Management
- Ensure compliance with federal, state, and local employment regulations, including FMLA, ADA, FLSA, and applicable NYS labor laws.
- Oversee fingerprinting, employment verifications, and background check processes for all employees, DOH requirements for 2’s and Pre-K program.
- Review and manage workers' compensation and NYS Unemployment claims.
- Consult with the CFO to minimize legal and regulatory exposure.
- Maintain documentation and assist auditors with annual 403(b), Defined Benefit Plan, and Form 5500 filings.
- Collect data and support nondiscrimination testing for flexible spending and pension plans
Payroll Administration
- Manage bi-monthly payroll processing through ADP or similar systems including salary adjustments, bonuses, deductions, and garnishments.
- Review hourly timesheet submissions and ensure timely processing for all hourly employees.
- Reconcile and manage time and attendance data in coordination with school departments.
Qualifications:
- Bachelor’s degree required, degree in Human Resources, Business Administration, or related field preferred.
- SHRM Certification preferred.
- Minimum of five (5) years of increasingly responsible HR and payroll experience, preferably in an educational or nonprofit setting
- Proficiency in ADP or similar payroll systems and Microsoft Excel
- Strong knowledge of employment laws, including FMLA, PFL, ADA, Sick and Safe leave, and NYS labor regulations
- Familiarity with the CARES Act and NYC, State, Local and DOL related employment guidelines.
- Excellent organizational and problem-solving skills; ability to manage multiple priorities.
- Strong interpersonal and communication skills; ability to engage effectively at all levels of the organization.
- Commitment to confidentiality, integrity, and discretion in all HR matters.
