The Cost Control Manager oversees and manages the project’s financial performance. This role develops and maintains accurate cost estimates, budgets, and forecasts to keep the project within financial constraints and aligned to financial goals. The Cost Control Manager partners closely with internal teams and external stakeholders (partners, contractors, suppliers) to monitor costs, manage financial risk, and provide actionable insights for decision-making.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop and manage detailed cost estimates and project budgets aligned with project objectives
- Review and update cost forecasts based on progress,scope changes, and risk assessments
- Track expenditures, analyze cost variances, and issue clear, timely financial reports to stakeholders
- Review contract terms and conditions to ensure cost control measures are incorporated
- Evaluate and process change orders, documenting cost impacts accurately
- Support negotiation and resolution of claims related to cost overruns or contract disputes
- Oversee and approve contractor and supplier payments per contract terms and milestones
- Conduct regular audits to ensure compliance with financial controls and procedures
- Monitor and manage project cash flow to maintain sufficient liquidity
- Identify financial risks and quantify potential budget impacts; recommend mitigation strategies
- Coordinate with project teams and partners to ensure alignment with cost objectives
- Maintain accurate cost records and ensure compliance with company policies and applicable regulations
- Lead or participate in recurring cost control meetings to review budget status, forecasts, and issues
- Continuously improve cost control processes by implementing industry best practices
REPORTING

EDUCATION, SKILLS & QUALIFICATIONS
- Bachelor’s degree in Finance, Accounting, Construction Management, Civil Engineering, or related field
- Minimum 10 years of cost/estimating or financial management experience in the construction industry
- Proven cost control experienceondesign-build and/or P3 projects
- Strong analytical skills; proficiency with cost management software and advanced Excel
- Excellent communication, collaboration, and negotiation abilities
- High accuracy and attention to detail in financial analysis and reporting
- Proactive problem-solver able to identify issues early and propose practical solutions
PHYSICAL DEMANDS
- Must be able to remain in a stationary position for long periods
- Minimum physical exertion such as walking, lifting, standing for long periods, bending, or reaching may be required
- Requires visual ability to perform tasks: preparing and analyzing data, plans, drawings, outlines, viewing a computer, and extensive reading
- Requires the ability to physically operate standard office equipment i.e., laptop, phone, keyboard, mouse, etc
