Program Description:
Public Health Solutions administers millions of dollars in private and public funding, including Federal, State and City government funding, to improve public health and human services for vulnerable communities. Since 1991, PHS has funded services for people living with HIV/AIDS under the federal Ryan White Treatment Modernization Act, and since 2000, for HIV prevention services. PHS contracts with community-based organizations, hospitals, clinics, mental health clinics and other organizations for services in areas as diverse as early childhood mental health, cancer screening, substance abuse treatment and risk reduction, family planning and HIV/AIDS.
Summary of Position:
The Contract Manager will oversee all aspects of the contract management lifecycle for an assigned portfolio of agreements (supported by federal, state, local, and private funding sources) from creation to execution, monitoring, and closeout. The Contract Manager will ensure that the agreements are compliant with all relevant revenue sources and follow all PHS internal policies and procedures. The Contract Manager ensures that contractors/ subrecipients meet their requirements by providing direct technical assistance and partnering with external stakeholders (e.g., the New York City Department of Health &amp; Mental Hygiene (DOHMH)) to provide program assistance.
Specifically, the Contract Manager will be responsible for:

<li>Support the RFx planning and selection process by actively supporting the PHS Procurement team and relevant stakeholders in the development and management of RFxs.</li>

<li>Conduct financial and programmatic site visits and other monitoring activities as required.</li>
<li>Provide in-field technical assistance to contractors during site visits. Collaborate with funders around protocol and outcomes monitoring activities.</li>
<li>Be a responsive, vocal, and insightful representative of PHS at external facing meetings. </li>

Qualifications and Requirements:

<li>Bachelor’s Degree, with minimum 3+ years of work experience.</li>
<li>Minimum 3+ years of health, social services, or related program or contract experience.</li>

This&nbsp;position creates and implements policy and procedural recommendations with final approval from&nbsp;senior&nbsp;management within the Contracts Department by executing core procurement tasks and activities for designated business units associated with various aspects of construction contracting, including contract&nbsp;development,&nbsp;awards,&nbsp;and change order processing.

Responsibilities
The AVP&nbsp;will&nbsp;be&nbsp;responsible for&nbsp;the&nbsp;timely award of federally and&nbsp;locally funded&nbsp;contracts for complex, high-dollar-value procurements&nbsp;through the use of&nbsp;contracting methods such as A+B bidding, design-build, progressive-design build, public-private partnerships,&nbsp;call agreements,&nbsp;and other construction contracting methods to support the MTA's Capital Program, including its Small Business Development Program.&nbsp;The
The AVP&nbsp;will&nbsp;directly handle complex individual projects or manage a&nbsp;group&nbsp;responsible for numerous construction contract actions&nbsp;involving&nbsp;contract development, awards,&nbsp;or change order processing, including negotiations and&nbsp;developing&nbsp;Board briefing materials as necessary.
The AVP will&nbsp;ensure compliance with all applicable laws, regulations,&nbsp;and&nbsp;procurement policies&nbsp;&amp;&nbsp;procedures&nbsp;and develop strategies&nbsp;considering the most effective contracting approach for specific projects, including providing recommendations to senior staff and guidance to subordinate staff.

As required, the AVP will develop presentations and reports&nbsp;to&nbsp;provide status updates&nbsp;to MTA agency executives and&nbsp;senior&nbsp;staff&nbsp;on the relevant tasks and activities&nbsp;associated with&nbsp;delivering the MTA's Capital Program.
The AVP is responsible for training new staff&nbsp;and ensuring all personnel actions are associated with the management of&nbsp;their group.
Education and Experience
Bachelor's Degree&nbsp;in&nbsp;Business Administration, Public Administration, Engineering, Finance, Law, Government Contracting,&nbsp;or&nbsp;a related field.
Master's or JD preferred.&nbsp;&nbsp;
Must have a minimum of&nbsp;fourteen&nbsp;(14) years&nbsp;of&nbsp;related experience.
Must&nbsp;have a minimum of&nbsp;eight&nbsp;(8) years&nbsp;of&nbsp;experience in a management or supervisory role.&nbsp;&nbsp;
Competencies
Substantial experience working in and with public sector procurement management principles, government project administration, and government&nbsp;procurement processes.
Experience working on matters involving public works projects, construction projects,&nbsp;and/or real estate matters.
Knowledge of contract terminology, terms, and conditions, and construction management.
Proven&nbsp;leader as a change agent and creative/innovative&nbsp;thinker who&nbsp;can&nbsp;align business goals with solutions and drive process improvements.
Ability to multitask and work cooperatively and effectively with&nbsp;executive&nbsp;management, board members,&nbsp;and other&nbsp;stakeholders&nbsp;in a fast-paced&nbsp;environment to&nbsp;ensure favorable results for the MTA.
Proven experience working in an&nbsp;organization with multiple clients, major local,&nbsp;state, and federal stakeholders, and&nbsp;business partners from various functional disciplines.
Excellent judgment and ability to work independently on matters of significant size and complexity.
Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Strong interpersonal, analytical, problem-solving, organizational, negotiation,&nbsp;and communication skills.

Ability to comprehend, analyze, and interpret complex business documents.
Proficient in Microsoft Office Suite and document management software.
